Potential Employee : binded or employee patience in work??

there are many indonesian company conduct a binding contract for their potential employees, a binding contract usually has a term of agreement which one employee should work at the company for at least 1-2 years of service, and a long that year of service the word “ resign” or “i quit” or “i have a better over” will cost them a large amount of money, they call it Penalty Payment ( penalty fee around Rp 10.000.000 – Rp 75.000.000,- or around 1.000 USD – 7.500 USD ).

back to one notable finance company in indonesia which has highly number of employees turn over did the same thing, they bind their employees with the contract. A binding contract usually offer to the employees at this situation;
1.a new employees ( from a recruitment process ), usually the contract bind the employees until 2 years of service
2.An Employees who got promoted, usually the contract bind the employees until 3 years of service
3.An employees who has just finished their training ( a common training such a new standard operation procedure knowledge, etc )

it seems that the company use every reason and every term to bind their employee, it is quite understandable regading the company turn over which the level of employees out is get a bigger number??
i have the opportunity to visit 4 branch from 120 branch, and from this four branch i have notice that a large number of employees are unsatisfied with the company and its not just about the beneficial ( such as; company push the employee to work over time and in many case the overtime compentation is not given by the company, bussines trip has a complicated rule and modified that in a major case the employee again do not get their business trip compentation, etc )but the company culture also made this employees discontent.

A young and a freshman employee who bind by the contract they not gave their maximal because their heart is not in the company othewise they make a plan how to get fired from this company or they bussy finding the new information in every job seeker sites..is it good for the company??

and every senior always make their suggetion to a freshman: “go outside, find a new better job do not take to long in this company!!”

the question is Why??
wots wrong with this company??
why a major employees unsatisfied and regreting join this company???
is it really need to thrift operational expenses cost by taken away the employees beneficial rights???
does the binding contract the answer to reduce employees turn over??if it yes??then how the company could maximize their achievement if it is filled by the employees who doesnt have a patience to work and their heart to give to the company??
arent the company suppose to review their weakness so they can came out with the solution how to make the employees satisfied with this company???
